Panel Event: Public Sector Innovation, Collaboration & Change

After a decade of funding cuts, the pandemic hitting councils revenue sources of income and councils forecasting £7.3bn of additional COVID related costs, balancing the tensions between the immediate needs and the future vision have never been so apparent.

On Thursday 16 June, 11.00-12.00, with the support of Ian Burbidge, Head of Innovation and Change at the RSA, we are bringing together a digital panel of industry leaders who will explore how they are addressing these challenges through innovation, collaboration and moving away from traditional models of service provision within their authorities, and provide you with a chance to pose your questions.

The RSA has been at the forefront of social impact change for over 250 years and through its network of 30,000 influential and innovative problem solvers they seek ideas and solutions to address the challenges of our time; Ian’s research explores social change, the adoption and spread of ideas and practice and systems change across a range of settings.

Our Panelists:

Ian Burbidge | Head of Innovation and Change, RSA.
Ian is an experienced strategy and systems change practitioner with over fifteen years’ experience working across local public services. In Local Government his work was at the intersection of policy, partnership and participation including responsibility for corporate strategy, performance management and investment in the third sector. Ian has led multi-agency work across a range of areas including health and social care, education, housing, criminal justice and community development.

Stephen Biggs | Corporate Director Community Wealth Building, Islington Council.
Stephen is a highly experienced operational and commercial leader who has spent most of his career working in or with local government. He has led both large scale operations and multi-disciplinary transformation programmes. Most recently, he helped design and now permanently leads Islington Council’s Community Wealth Building directorate, which aims to tackle economic inequality across the borough.

Paul Cracknall | Executive Director, Strategy and Transformation, Norfolk County Council.
Paul is a future orientated, transformational leader who puts innovation and information led decision making at the heart of his teams. After 15 years NHS board experience Paul took on a new challenge in 2021 as Executive Director at Norfolk County Council. He joined them at a pivotal moment in their history as they work through the impact of COVID and at the start of the process of devolution and negotiating a ‘County Deal’ for Norfolk.

Richard Grice | Interim Transformation Director, Nottingham City Council.
Richard is an Executive Public Service reform leader with 20 years delivery and transformation experience across Local Government. After 5 years with Harringay Council as Deputy COO and Executive Director for Customer, Transformation and Resources he took on a new challenge in 20221 as Interim Transformation Director for Nottingham City Council.

Sally Wilson | Senior Consultant, GatenbySanderson.
Sally has 18 years recruitment experience, and has operated at C-Suite level for over 10 years. She partners with local authorities across the UK sourcing experienced interim managers to help drive forward change and innovation across a range of specialisms. In addition, she’s passionate about bringing together leaders from across the public sector and facilitating discussions about the challenges local authorities face through round table discussions and events. She is a regular writer of white papers and thought leadership which have been published in a range of publications.
