We are working with a local authority in the Midlands seeking an experienced Interim Head of Front Line Operations to provide strategic and operational leadership across a diverse portfolio of front-line services.

Essential duties

Reporting to the Executive Director, you will be a key member of the senior management team, responsible for shaping and delivering high-quality, customer-focused operational services.

The remit includes leadership of:

  • Waste collection, recycling and environmental services
  • Street cleansing and grounds maintenance
  • Fleet operations and compliance

You will:

  • Lead and drive service transformation, performance improvement, and innovation
  • Ensure cost-effective, efficient and compliant service delivery aligned to corporate objectives
  • Oversee budgets, resources and service planning to deliver measurable outcomes 
  • Work closely with elected members, partners and stakeholders to deliver community outcomes
  • Identify and develop commercial opportunities and alternative service delivery models

Experience required

We are seeking a credible and resilient senior leader with significant experience in operational service environments.

You will demonstrate:

  • Proven leadership of complex, front-line services and multidisciplinary teams
  • Strong track record of delivering transformation, service improvement and performance outcomes 
  • Experience managing large-scale operational budgets and resources
  • Ability to operate effectively in a political or public sector environment (or similar complexity)
  • Commercial awareness and experience of commissioning or alternative delivery models

Ideally, you will hold:

  • A CPC (or equivalent relevant qualification)
  • Membership of a relevant professional body (e.g. CIWM)
