About the Job:

Technical finance competence in this role is but a hygiene factor. The ability to shape the formative years of development in CCR; to apply thoughtfulness and judgement, and the skill to drive an agenda of transition, progress, and change, will all be key to effective role delivery and putting the region on a strengthened footing.

The postholder will show a desire to translate their skills and capabilities to an agenda that matters to the citizens of South East Wales – influencing and delivering economic and social impact at scale. This is a real opportunity to play a strategic part in leading the change that will deliver benefits for current and future generations and get behind an already developing agenda to improve the quality of life across a diverse and socially complex economic geography.

CCR has big ambitions for the future and a desire to be increasingly self-sufficient, reaping the benefits of its evergreen strategy and sourcing new opportunities to further grow and develop – whilst maintaining core accountability to its shareholders and constituent councils. This is an opportunity to shape and deliver a new resourcing strategy for a brand-new entity, capitalising on good progress to date and implementing the target operating model.

As part of the Senior Executive Team, the postholder will play a leadership role in cultivating governance, culture, processes and financial systems and targets, holding the important statutory Section 151 Officer position. The role will lead a set of wide-ranging strategic and business functions, which include:

  • Responsible Financial Officer – under s151 of the LG Act 1972
  • Medium Term Financial Plan
  • Risk and Assurance
  • Internal and External Audit
  • Digital Team
  • CCR Estate and Assets

What we are looking for from you:

The role requires commercial acumen and flair, coupled with a deep-seated commitment to social justice. You will be a respected senior leader with a track record of working successfully at board level – in either the public or private sector.

You will hold a chartered accountancy body qualification and significant experience of engaging with external stakeholders. You will have shaped and delivered financial plans and functions, and be able to demonstrate working with elected members and wider stakeholders across a range of organisations and sectors. You will enjoy getting to grips with complex subjects and have strong critical thinking skills, along with the ability to think and act strategically and develop a risk-wise culture. You will display high levels of personal accountability and integrity and be committed to doing the right things, not the easy things.
