Make a visible difference to a place that’s ready to move forward.

If you care about genuinely improving places and communities, this is a role where you can have real impact. Havant is a place to be proud of, building better outcomes for our businesses and residents and delivering an ambitious programme of growth. We’re looking for someone who can provide leadership for the planning and growth services, bring clarity, and set the tone for how we work with our partners, residents and elected officials. This is a chance to shape services and leave a legacy that will be felt for years to come.

The role

You’ll be the Council’s senior planning lead, the person the organisation, councillors and partners look to for direction. Reporting to the Strategic Director for Growth & Place, you’ll hold the strategic view of Planning Policy, Development Management, Regeneration, Economic Development and Asset Management. You’ll guide Members through pivotal, critical decisions, helping build confidence through the governance process, to make timely decisions on strategic matters including leading the Local Plan into adoption and beyond and driving forward its Growth Strategy

What you’ll lead and deliver

  • Clear, steady professional leadership for planning and growth across the Council.
  • The final stretch of the Local Plan, including preparation for examination.
  • A more consistent, joined‑up approach to planning, regeneration and economic growth.
  • Improvements to systems, processes and culture so the service feels modern and responsive.
  • Strong relationships with Members, developers, communities and partners.
  • A team environment where people understand expectations and feel supported to deliver.

About you

You’ll bring senior planning experience and sound professional judgement. You’re comfortable in a political environment, and you know how to support Members while keeping advice grounded and balanced. You value a positive team culture, you’re clear about standards and direction, and you’re motivated by helping a service make a visible difference.
