The NHS is entering a decisive decade. As systems shift from hospitals to communities, from treatment to prevention, and from analogue to digital, strategic leadership has never mattered more.

The creation of the Birmingham, Black Country and Solihull ICB Cluster will unite six places to become a focused, intelligent, and outcome‑driven strategic commissioner, with population health, equity, and value at its core. This is not organisational tidying‑up; it is system redesign with purpose.

We are seeking an exceptional Chief Strategy Officer to sit at the heart of this transformation. Reporting to the Chief Executive and operating as a full Board director, this role will lead strategy and strategic commissioning across one of the largest and most diverse populations in the country.

You will shape how data, insight and lived experience are used to understand need, redesign services, allocate resources and steward markets, ensuring that commissioning decisions genuinely improve outcomes and reduce inequalities. From population health management and service redesign to market shaping, planning and decision quality, this is a portfolio with real leverage and real consequence.

This is a role for a credible, values‑led executive with substantial board‑level experience, strong system instincts, and a track record of delivering complex change at scale. You will bring experience of creating compelling and deliverable strategy, analytical rigour, population health and/or commissioning expertise and the credibility to influence partners across health, local government and all other parts of the health and care system.
