My client is looking for 2 Procurement Specialists. Both roles will be required to support improvement plan in relation to management and commissioning of their Public Realm services contract (includes Highways management services, highway maintenance, transport schemes, street cleaning etc).  The difference in roles is as follows:

1. Commercial and Contract Management

Improvement Lead required to work with Commercial and Contract Manager and Contract team to lead on improvement within this area of work.  Experience of large public sector contracts required. The Commercial and Contract Manager holds the following responsibilities and the Improvement Lead is required to hold competency in the following areas

To effectively challenge and drive sustainable efficiencies within contract management

Working with and leading external and internal stakeholders to ensure the Forward Programme and  Annual Plan meets the needs of the business and can be achieved within the available budget

Development of contract management frameworks able to drive continuous improvements in systems and processes.

Management of contract performance in relation to the contract KPI’s ensuring efficient and effective service delivery

Advise on the appropriate terms and conditions to be applied in order to best allocate, manage and control contractual and financial risk under the contract(s).

Manage regular compliance audits to ensure the Provider’s supply chain partners are employed in accordance with the requirements of the contract.

Development and delivery of the Medium term and Annual Plans and additional ad hoc work as required by the organisation, ensuring that there are appropriate processes to confirm the works are delivered on time, to the agreed specification and within the agreed budget.

Assist with the development of improvement team within the authority to monitor and assess contract management and provide continual improvement and robust ongoing assessment of performance.

 

2. Commissioning Manager

Commissioning Manager required to work with the Public Realm contract for Herefordshire Council to lead on improvement within this area of work.  A high performer with demonstrable experience of large public sector commissioning is required. The Commissioning Manager will report to the Deputy Chief Executive and hold the following responsibilities:

A strong ability to increase the effectiveness and efficiency of the Public Realm contract, with a clear focus on outcomes.

To effectively challenge the status quo and drive sustainable efficiencies within commissioning management in Public Realm

Delivering radical change within the Public Realm contract to provide best value

Work collaboratively across the Council and with key external partners to structure targeted initiatives to achieve the best outcome for the residents of Herefordshire

The ability to gain a deep understanding of the need within Public Realm contracts and target resources effectively to meet those needs.

The ability  to think creatively and identify an effective range of possible solutions.

Develop, implement and manage a robust commissioning framework for the Public Realm function

Promote a culture of evidence based commissioning through the development, delivery and management of commissioning strategies to inform decision making, governance, procedure, protocol and training that ensures Public Realm is at the centre of all decisions.

Advise on the appropriate terms and conditions to be applied in order to best allocate, manage and control contractual and financial risk under the contract(s).

 

The role is expected to last at least 6 months subject to progress / performance etc, day rate up to £550 inside IR35.

The appointed candidates will be expected to attend on site a couple of days per week.
