A decision was made to end the Facilities  Management Contract with their current supplier and transfer services and staff back to the Council, in order to manage the transition of staff from the current supplier to the Council they require an Interim Head of Soft FM to oversee and manage the process.  Approximately 106 posts will return; 90 of them will make up the “soft” FM functions (cleaning, help desk, security etc) and will sit within the  Environment and Neighbourhoods Directorate.  Bringing FM services back-in house presents an opportunity to design and resource an operating model that meets the long-term strategic needs of the council.   Crucial to the transition and the ongoing success of the in-house FM model is the need to re-model the operational service, change the culture and support the incoming staff.  The first few months will require a “hand-holding” approach and an experienced Head of Service to drive through the necessary changes and embed and stabilise the new operating mode.  Duties will include but not be limited to:

  • Confirm supplier needs and liaise with procurement to set-up new contracts
  • Logistics such as identifying storage and cupboard space
  • Equipment specification, ordering, storage and issue to staff
  • Consumables specification, ordering, storage and issue to staff
  • Uniforms specification, ordering, storage and issue to staff
  • Health and Safety related including handovers

It is anticipated that the Interim post will be required for a period of 6 months and day rate will be dependent on experience inside IR35.
