We are looking for an experienced Waste Manager to oversee and deliver a number of challenging savings targets and political commitments for a period of 6 to 9 months. The post will eventually form part of a permanent recruitment campaign that will take place in the early Spring of 2020. Following the election of a new administration in May 2018, Members’ interest in waste services, particularly street cleansing and fly tips, has increased significantly. Members are rightfully keen that the balance now shifts towards a more enforcement led approach with an improved front end offer that allows customers to more easily and quickly report their concerns. The financial pressures facing the service over the last few years has resulted in a review of street cleansing schedules and the introduction of charges for services such as the collection of green waste and bulky items. The financial challenges continue and over the next four years we need to identify and deliver more imaginative solutions to secure additional savings of £875,000. The interim post holder needs to be resilient, able to juggle competing and often changing priorities and have a background in waste management services with a strong track record of negotiating favourable commercial and/or contractual outcomes is essential. Duties will include but not be limited to:
- Increasing satisfaction levels with littering and fly-tipping.
- Improving our recycling rate.
- Reducing contamination of recycling and increasing quality of recyclable materials collected
- Continued pressure to provide 21st century waste collection to 19th and 20th century buildings, exacerbated by high density and transient population
- Responding to concerns over plastics use and recycling (when our costs are driven by weight)
- Collection and disposal costs for fly tips are in the region of £3m per year.
We anticipate that the position will be for a period of 6 to 9 months c£600 inside IR35. The closing date will be January 19th 2020.
