Interim Commissioning & Procurement
The post holder is intended to provide (i) professional commissioning, procurement and contract leadership, advice and support for a number of areas across the Council (ii) develop Council policies and strategies relating to commissioning and procurement. Interim capacity is required to provide support for the programme of EU and non-EU procurements whilst the Council continues its transformation journey. The role is required to provide hands on commissioning and procurement support to a variety of key commissioning and procurement projects. This will be a critical role that will contribute to the success of upcoming commissioning and procurement activity ensuring delivery of key projects whilst the organisation is changing.
Day to day activities
- Provides expertise and capacity to undertake commissioning and procurement activities for a variety of Council functions.
- Oversees the Commissioning Cycle (Analyse, Plan, Do, Review) and is therefore expected to draw upon a number of tools which include, but is not limited to: Engaging with Service Users and Providers, Needs Analysis, Market Shaping, Options Appraisal, Service Design and Performance Management to inform how services should be delivered
- Manages and coordinates a consistent approach to procurement activity across the council based on the Council’s procurement framework and in line with Public Contracts Regulations (PCR).
- Leads and manages procurement activity including PCR compliant tendering
Provides guidance to services and supporting and challenging major procurement projects
This role is for 3 months minimum inside IR35 c£450. The closing date is Wednesday 28th August 10am.
