Transformation Business Analyst 

ICT is a key element of our core service solution and the ICT Transformation Business Analyst will lead the work to turn the Council’s vision for ICT into reality.  This will include ensuring the Council is ready to receive the ICT service when it comes back in-house in 2020 and working with senior stakeholders to develop the new ICT targeting operating model, including developing a new consumption-based financial model for ICT.  We want all our customers to have access to relentlessly reliable services with the right information, first time, 24/7. To support this ‘New Kind of Council’ approach, we are establishing a Core Transformation Programme team who will develop and implement the new target operating model for the council’s core services.This will be achieved through detailed analytical assignments, to gather key data on the current service, plan the return of the ICT service to the Council, and develop the future ICT service including the new financial model for ICT.  Duties will include but not be limited:

  • Reviewing and streamlining business processes
  • Developing target operating models, making vision a reality
  • Developing financial models, ideally to support a consumption-based approach
  • Working on ICT outsourcing or in sourcing projects or programmes
  • Identifying opportunities for commercialisation 
  • Numerical and analytical skills
  • Proficient in MS Office, especially MS Visio are essential

The role is inside IR35 c£400 and the closing date is 14th March 2019.
