The Government Property Agency is changing the way the Civil Service works and is at the forefront of the Government's transformation agenda; reshaping the relationship civil servants have with their place of work. The Agency is central to the delivery of key Government policies including moving 22,000 Civil Service roles out of London by 2030 and tackling climate change by contributing to the Net Zero agenda. To do this we are delivering a major change programme across the UK and consolidating our portfolio in order to save £1.4 Bn over 10 years. This is an ambitious and exciting task, for which we need innovative people, with strong commercial acumen, who are passionate about visualising and implementing customer needs. With a responsibility for delivering the Government’s Estates Strategy, we increasingly manage the Government’s property assets including delivering major programmes to construct and refurbish buildings supporting smarter working practices to improve productivity and well-being. Our vision is clear – to deliver a transformed, shared, sustainable and value for money estate.

As a member of the GPA Senior Leadership Group and the Client Solutions SLT, The Deputy Director Business Development is a pivotal role and leads the team who are the first to develop relationships with clients at the start of their journey with GPA. They also lead the transfer of General Purpose Office assets, warehouse assets and in future other Government portfolios such as conference and training into GPA. The GPA has currently transferred Circa 1 M sqm (NIA) across 21 Departments which is 45% of the Estate; you will be responsible for transferring the remaining office portfolio from 19 organisations and Circa 300,000 Sqm of Warehouse properties across 33 Departments. Additionally, you will ensure that the on boarding of Departments into the GPA adheres to the approved financial model, involving due diligence. Developing the initial client relationships, you will ensure that there is a clear understanding of the Services that are delivered with a focus on customer satisfaction throughout the handover to BAU. Additionally you will build GPA consultancy and project services with non-transferring Government organisations, through stakeholder engagement, the development of service offers and excellent service delivery.

We are looking for an experienced leader with the ability to develop collaborative relationships at the most senior level, who can influence multiple stakeholders, translating strategic objectives into practical client-focused solutions. With direct experience of Property asset management and workplace services, you will have managed effective governance controls in a complex business environment and you will be a strategic thinker who sets direction and enables delivery through clear communication.  You will bring experience of driving and embedding transformation, leading, influencing and negotiating with other teams and departments through major change, ideally in a public sector environment. With a background in property you will have led integrated project delivery teams to deliver large complex projects or programmes, making value-based decisions and driving continuous improvement. A relevant project management qualification or professional membership of an accrediting body such as RICS, IWFM, CIOB or RIBA will be considered desirable.
