Established in 2005, the Office of Comptroller and Auditor General (C&AG) is required to provide the States with independent assurance that the public finances of Jersey are being regulated, controlled, supervised and accounted for in accordance with the Law. The remit of the C&AG includes the audit of financial statements and wider consideration of public funds including internal financial control, value for money and corporate governance.

The Jersey Audit Office is now well established and valued, respected for its important contribution to public service in the States of Jersey. At the midway point in the term of office for the current C&AG, excellent foundations are in place, but there is much still to do and the Office is committed to ensuring that public audit is robust, defensible and fit for purpose, both now and in the future. What this means is the continued maturation and maximisation of relevant capabilities to ensure that the Office is as self-sufficient as it can be; practicing what it preaches to operate with independence and efficiency to deliver best value from investment.

There is now a requirement to appoint a new Deputy C&AG. Given the strong foundations and practices already in place, the appointee will be tasked with the continuous improvement of the office’s performance; specifically the development of the team, the leadership of relationships with some key external partners, and contribution to relevant public audit networks and communities elsewhere. Whilst this will be a highly visible and senior role, and credibility will be critical, broader advisory and general leadership capability will take priority over technical expertise, and there is flexibility to consider those without an accountancy qualification. What candidates must have, is an understanding and experience of public audit.

The new Deputy C&AG must be a true deputy, able to stand in for the C&AG as required. A personable and effective contextual leader, they will operate with authority, securing respect at all levels internally and externally to secure support for a continuous improvement agenda. A nurturing and developmental team leader with an eye for talent, they will also be adept at eliciting outstanding performance from experts, proving contextual and developmental leadership to this end.

Given the current constitution, the Jersey Audit Office is not able to make permanent appointments, and all staff are contracted to provide services on an annual hours basis. However, the contract is open ended and has a notice period; notably, the last Deputy C&AG was in situ for ten years.

The role is specified at 120 (or a maximum of 130) days per annum for £85,854, so there is an expectation that the appointee may combine this role with other logged and recorded commitments; another fractional role or one or two portfolio roles. It can also be managed around other personal commitments if required, such as school holidays.

The role is location independent and may be fulfilled by a resident of Jersey, or by an individual who lives on the mainland. It is important to note that the Jersey Audit Office cannot relocate any individual to the Island.  Travel to the Island is required on an ad hoc basis as part of the contract with out of pocket travel expenses covered by the Office.
