The Director of Corporate Services and S151 Officer is a key position for the Council with strategic responsibility for leading the corporate services functions which sits at the heart of the organisation.

As a key member of the Management Team, you will have responsibility for leading the corporate services functions which includes Finance, Property and Assets, Human Resources; Democratic Services including Elections and Communications.  Professionally qualified you will have excellent technical capabilities, you will be inspiring, driven, innovative, and enabling in supporting our strategic aspirations.

West Lindsey is an exciting place to work and while there are many challenges especially with the district being one of the largest and most rural in England – there is also a portfolio of exciting projects taking place such as: the construction of a £16 million regeneration housing development in Gainsborough as well as a brand new purpose built £5 million operational service Depot near Hemswell Cliff.

The successful candidate will build on an outstanding track record of working with partners to bring in investment and vital grant funding to enable, support and create thriving communities. Over the past few years, our incredible colleagues have made huge strides to take our Council and our communities to the next level. This was evident in our successful bid to secure £10 million from the Government’s Levelling up Fund, which will be part of a £17 million programme of work that will completely transform the historic market town of Gainsborough.

In addition to this as the S151 Officer you will be a key member of the Management Team and will provide leadership to ensure effective financial management and long term financial sustainability.  Working collaboratively with the Management Team, colleagues and elected members to provide effective leadership in the delivery of strategic priorities, embedding a high performing and problem solving culture based on our values.

You will support the delivery of our strategic Corporate Plan by ensuring the Council delivers high quality services that demonstrate value for money, improvement and meets public expectations.

Due to the retirement of the current long-standing postholder, we are seeking to recruit a Director of Corporate Services to build upon our sound financial management and develop a team to support our vision and help our people, communities and businesses to reach their full potential.

As the Council’s Section 151 Officer, you will have responsibility for the development of the medium-term financial strategy and provide financial leadership to deliver long-term financial sustainability, optimising the efficient use of resources to support Council activities. As part of the Management Team working across the Council, you will take a holistic and collaborative approach, delivering the best outcomes for residents of West Lindsey; maximising financial resources through a strategic approach to managing budgets, engagement of partners and suppliers, and scrutinising performance and demand in consultation with elected members.

In addition, you will be responsible for Property and Assets, Human Resources, Democratic Services (including Elections) and Communications. (A new post has been created of Assistant Director – People and Democratic Services that will report to the Corporate Director and is designated as Monitoring Officer.)

You will be joining an outstanding team that is ready for success, as shown by the successful Levelling Up Fund bid which secured £10.274m towards a £17m programme to re-shape the town centre of Gainsborough. In addition, the organisation has a capital programme of £33m which you will be expected to lead, manage and assist in its delivery in the most commercially appropriate way.

We are looking for someone with extensive experience and understanding of local authority finance with demonstrable commercial acumen, along with organisational and strategic leadership. You will demonstrate success in working across systems and beyond organisational boundaries. With a track record of utilising resources to optimise outcomes, you will be motivated by the opportunity to make an impact, delivering value for the people of West Lindsey.
