Barnet Education and Learning Service (BELS) is a limited company wholly owned by Barnet council. We are in a strategic partnership with the council to provide its education services. Educational progress and achievement have improved consistently in recent years in Barnet.  97% of Barnet schools are good or outstanding and Barnet is now in the top 10% for almost all measures of achievement in schools and the top 5% for many of the measures.

There is a strong and experienced management team in place within the Education and Learning service, which has the confidence of schools, members, Council officers and other stakeholders.

Barnet Education and Learning Service delivers the council’s statutory education services, including school improvement, special educational needs, admissions, school place planning, post-16 education and skills.  BELS also provides traded services to schools and settings in Barnet, equipping them with the latest tools, training, and programmes to improve school standards and pupil outcomes.

About the role

Due to the retirement of our current Chief Executive, Ian Harrison, we are looking for a Chief Executive and Director of Education & Learning to be the principal advisor to the Director of Children’s Services on education, and the strategic leader of Barnet Education and Learning Service.  This includes leading and managing Barnet Education and Learning Service Limited, the company wholly-owned by the London Borough of Barnet, which has been contracted to deliver education services to the council, to Barnet schools and to parents and pupils until 2026.  It also includes leading the education and learning service in developing and implementing the council’s education strategies, including those in respect of school and settings improvement, special educational needs and disabilities, school-place planning and post-16 education and skills.

About you

You will have substantial experience at a senior leadership level of managing complex organisational structures within a local government or education context or similar public service delivery organisation. You’ll have a successful track record of developing and delivering services which are effective at meeting customer needs and are cost efficient, and which feature conflicting stakeholder demands and vested interests.

You will have a strong understanding of the legislative and statutory frameworks affecting service delivery in respect of the management of schools and settings and local authority functions in relation to schools and settings. You will have experience of successful service re-design and improvement and significant experience of financial management, including a track record of achieving sustainable budget savings and maintaining service quality.
