Children’s Services have strong corporate and member support, as we want children to enjoy life, establish healthy relationships and stay safe from harm. Our recent OFSTED visit reported an improvement in our Children’s Services however, we are on a significant journey of development and change.  We are seeking to speed up our transformation and appoint an experienced permanent team to help shape and change our services to positively impact on Swindon’s Children, Young People and our town. 


Reporting to the Service Manager – Children Looked After, you will provide a proactive response to developing approaches to current and future service delivery and provision of placements for children looked after.  Leading on the development of strategic solutions to complex, cross-cutting policy and service challenges, including financial challenges, you will ensure that relevant data is interpreted and analysed.  The key objective will be to identify as many placements for children as close to Swindon as possible.  There is a great deal of work to be done in this role therefore, presenting a fantastic opportunity for you to start from a fresh canvas and make your mark, working across departments, including adult social care.

Qualifications/experience in commissioning/procurement and data analysis is essential and project management training/experience is desirable, with the ability to lead on complex policy, strategy development and commissioning projects with a track record of delivery to time and budget.   You will have extensive knowledge of delivering high quality and cost effective Children’s Services through successful commissioning activities and have used data and its analysis for the benefit of business, leading improvements and influencing change.  Experience of building relationships, both internal and external and with a range of stakeholders, to create and sustain effective working relationships is essential.  Managing change, financial management, performance management, people management and project management will all be in your repertoire.  You will promote and safeguard the welfare of children ensuring this principle is embedded in all business processes and communications.
