The publication of the NHS’s 10-year plan signals a profound shift in the way we deliver care. From hospitals to communities, from analogue to digital, from reactive treatment to proactive prevention, our system must now evolve to meet these challenges head-on. This evolution is not simply an organisational redesign. It is a reimagining of how we serve our population.

Integrated Care Boards (ICBs) are evolving to become strategic commissioning organisations that focus on improving the health outcomes of the population and reducing health inequalities. The creation of the Birmingham, Black Country and Solihull ICB cluster marks the beginning of that journey. As we unify the strengths of six diverse and dynamic places; each with its own character, needs and assets we are choosing to build something fundamentally new: a focused, agile, and intelligent strategic commissioner with population health and equity at its core. This is change with purpose: to deliver better outcomes for our communities, to ensure public resources are used wisely, and to build a system that listens to those it serves.

As a strategic commissioning body NHS Birmingham, Black Country and Solihull will lead with purpose, delivering measurable impact and working in partnership with communities and stakeholders. Combining deep local insight, robust data analytics, market management expertise and strong payer functions driving value-based decisions. We will re-orientate our commissioning towards outcomes, prevention and population value.

Any change process comes with challenges but both systems head into it with a strong foundation to build from. The Black Country has built robust partnerships across its four local authority areas and has an excellent track record on a whole range of vital waiting time and performance measures. While Birmingham and Solihull has delivered consecutive break-even end of year positions across the system and has pioneered an innovative locality approach for the development of neighbourhood health services. These achievements and many more set the newly formed cluster up for success.

Our Chair, Danielle Oum, has just been appointed and we are now looking to appoint six exceptional individuals as Non-Executive Members (NEM) to our Integrated Care Board. These are crucial roles on our unitary board; providing oversight, scrutiny, challenge, support and insight to our Board and partners.   Ensuring that all decisions are made in interest of our patients and communities; these are exciting opportunities to bring your talent and experience to impact on the future health, well-being and prosperity of our populations and those who serve them.

 Playing key roles at this dynamic and demanding time for our health and care services; all roles require experienced Board level leaders with a breadth of perspectives and a personal commitment to reducing inequalities. We are seeking people with significant board leadership experience, ideally at non-executive level across six key areas to identify a NEM and Chair for each key committee: Audit, Finance, Quality, Strategic Commissioning, People and Recom, and Voluntary, Faith, Community & Social Enterprise. Candidates should live in, or have, strong connections with the places served by the ICB.

We know that people from the local Black Asian and Minority Ethnic communities, LGBTQ+ communities, younger people and those with lived experience of disability are all under-represented on NHS boards across the country. We want that to change and are really interested in receiving applications from people with different backgrounds, skills and lived experience.
