Newham is a bold and ambitious borough with a commitment to transforming the lives of our residents. As one of the youngest and most diverse areas in the UK, over 72% of our residents are from ethnically diverse communities, and more than 220 languages are spoken here. We are the third fastest-growing borough in London, home to thriving international districts like the Royal Docks and Stratford, now the busiest train station in the UK.

Our borough is full of potential, but also faces significant challenges. A quarter of our neighbourhoods are among the most deprived in the country, and after housing costs, almost half of our residents live in poverty. These inequalities demand a bold response. That’s why our Building a Fairer Newham Corporate Plan places residents at the heart of all we do, ensuring every decision, service, and investment works towards a more equitable, inclusive and empowered borough.

As Director of Housing Services, you will lead one of the Council’s most critical portfolios, responsible for shaping the future of housing in Newham and delivering safe, sustainable, and high-quality homes for over 24,000 tenanted and leasehold households. You will lead a housing service of over 850 staff and manage an annual revenue budget of £144m, alongside a capital programme of £76m and income collection of £130m through rents and service charges. From strategic leadership of housing works, compliance and repairs, to the delivery of our ambitious capital investment plans, this is a role that touches every corner of life in the borough.

You will be central to delivering our corporate priorities and tackling the root causes of health inequality, ensuring residents feel safe in their neighbourhoods, and making sure everyone has a voice in the decisions that affect them.

We are seeking a senior leader with proven experience of delivering high-performing housing services at scale. You will have deep knowledge of housing legislation, compliance, financial management, and resident engagement, as well as a demonstrable track record in delivering service transformation and multi-million-pound capital programmes. Just as importantly, you will bring a strong values base, an inclusive leadership style, and a commitment to collaboration across teams, partners and communities.

The service is on a clear and ambitious improvement journey, with strong corporate backing and a shared commitment to delivering excellence. While the current regulatory context is well known in the sector, the focus now is on driving forward real progress with the foundations for meaningful and sustained improvement already in place. This is a pivotal moment to join Newham, shape the future of housing in the borough, and lead change that makes a genuine and lasting difference to the lives of residents.

This is a unique opportunity to join a Council with a clear vision, strong leadership, and a genuine commitment to social justice. If you are ready to build homes beyond houses and play a pivotal role in building a fairer Newham, we would love to hear from you.
