As the Industry Training Board for construction in England, Scotland and Wales, our purpose is to support the construction industry to have a skilled and competent workforce, now and in the future. Our vision for British construction is to have a recognised, innovative, world-class approach to developing its workforce to deliver quality in the built environment.

Levy funded by industry, and a partner to government, we operate across a complex stakeholder landscape. We are a statutory corporation, registered charity and an executive non-departmental public body sponsored by the Secretary of State for Education. Our Trustees are independent and are in charge of setting our own budget and determining the activities we undertake to support the construction industry, with a key role in influencing skills policy to ensure it reflects the needs of employers, now and in the future.

The new role of Performance and Portfolio Director will be key to CITB’s success moving forward. Responsible for the leadership of a new Central Portfolio Office (CPO), you will establish new capabilities, develop the CPO’s functions, and provide outstanding leadership and support to colleagues to drive improved impact, performance and value for CITB. This will be achieved through establishing and providing appropriate, proportionate, and robust operational controls and portfolio management across CITB to inform better decision making, maintain internal control and ensure good governance.

This will be a visible, enabling role in which you will oversee and support the progress of five executive-led groups (Investment, Delivery, Change, Operations and Strategy). To this end, you will be required to operate with substantial credibility, servicing the Board and Executive Team, whilst forming strong and credible working relationships with colleagues, strategic suppliers and relevant external stakeholders to deliver services seamlessly, with a focus on continuous improvement and value for money.

We are looking for a strategic, authoritative and inclusive leader who has supported outstanding business performance in a commensurate role. The context in which your experience has been gained is less important than your capabilities, so we are open minded regarding your background, cognisant of the lessons we can learn from other industry sectors.  What is most important is your strategic performance and portfolio management capability, your personal credibility and your interest in supporting an industry of national importance, serving the new Government’s missions of increasing homebuilding and investment in national infrastructure.
