About us

 

Norfolk and Suffolk NHS Foundation Trust (NSFT) provides mental health and learning disability care for people across Norfolk and Suffolk. We are dedicated to providing high quality care with compassion, delivering many of the NHS services that are provided outside of hospital and in the community.

 

Our Trust has a workforce of over 5,000 hardworking, committed, and dedicated staff, but we have struggled for many years to provide the quality of care that our service users and carers deserve. There is, however, much to be proud of with positive signs of improvement. Our CQC rating improved in the most recent inspection report published in February 2023, moving from Inadequate to Requires Improvement and a rating of Good for Caring overall. We are at an early stage in our improvement and transformation journey and whilst this is an indication we are able to change and improve our services, we still have much more to do. The creation of our five locality groups is a key step towards transforming the way in which we work and provide care to those who need us.

 

We believe in ‘working together for better mental health’. We’re working closely with health and care partners and voluntary sector organisations to transform mental health care to ensure the people of Norfolk and Suffolk get help and support in the right place for them, when they need it, to stay mentally and emotionally well.

 

 

The Opportunity

 

We are looking for an exception individual to join us as our Chief Delivery Officer. This is a a newly created role and member of our Trust Board (non-voting).  You be primarily responsible for establishing sound governance procedures that will ensure quality, efficiency, effectiveness, integrity and business focus for the Trust. You will also lead the planning function for the Trust. Directly accountable to the Chief Executive and as principal advisor to the Chair, Chief Executive, Board of Directors and Council of Governors you will have a broad remit on all issues relating to matters of corporate governance, reputation, and legal matters; ensuring that the Trust’s corporate affairs are undertaken to the highest standards of probity and according to statutory and legislative requirements.   

 

The Director will need to work in partnership with health and social care providers in the ICS’s  moving away from a traditional organisational focus to look at how to deliver high quality services that are cost effective across the whole systems.  

 

We are looking for an individual with significant leadership experience.  This role holds a crucial and influential position within the Trust Executive and Board, holding the responsibility for ensuring the Trust's governance and corporate functions operate smoothly and effectively. You will lead on leading on board governance, the trust wide planning function, the effective running of the Executive offices and non-executive support. As a key member of the Trust Board, you will have shared accountability for the delivery of our work across performance, quality, workforce, finance and implementation of regional and national priorities.

 

We are looking for an experienced leader with experience in corporate affairs, strategy and planning. Your experience will come Ideally from the NHS with an understanding of the governance requirement of a Foundation Trust, or from a related highly regulated public facing sector.

 

 

Trust Secretary

 

You will be responsible for overseeing the good management of Board business including the work of Board Committees in line with the Trust’s statutory and regulatory responsibilities including the NHS Foundation Trust Code of Governance, you will also be responsible for overseeing the production of the Trust’s Annual Report and Accounts, and other statutory reporting requirements. As we are a Foundation Trust, you will also be responsible for management of the Council of Governors and Trust membership, as well as corporate administration including oversight of all of Trusts policies and procedures. You will need to have the experience to work closely with the executive leadership team, Non-Executive Directors and Council of Governors in ensuring that the business of our Trust is managed in a safe and compliant manner. You will ideally be ICSA, or equivalent qualified.
