Project Manager - Improved Collection and Recovery

As part of a Transformation Programme, a London Council are initiating a project to improve performance in income collection and debt recovery.  This will involve analysis to identify the most significant opportunities and working with the Council’s Revenue Service (delivered by the Council’s joint venture company) to implement best practice and improve collection rates. The Project Manager will lead this work and will have extensive recent knowledge, experience and a demonstrable track record of:

  • Generating income from optimising revenue collection and debt recovery in Local Government
  • Council tax, business rates, housing, general debtors and Parking
  • Multiple debt collection processes, a view of single debt approach
  • Recovery mechanisms, including legal action
  • Debt analysis, segmentation, bad debt provision

The successful candidate will have a rapid impact, deliver quick wins and recoup their cost many-fold.  The Council’s Revenues and Benefits function will be insourced in September 2020 and this role will also support development of the future internal Revenues and Benefits Target Operating Model.This role is for an initial period of 3 months but likely to be extended up to 12 months outside IR35 c£500.
