As one of the oldest offices in Parliament, the Serjeant at Arms has played a vital role in maintaining order in the House of Commons and its precincts for nearly 600 years. Appointed by the Monarch to ensure appropriate security arrangements in the Chamber, galleries and committee rooms on behalf of the Speaker, he or she also attends upon the Speaker of the House for ceremonial functions, participates in the Speaker’s daily procession and is actively involved in major state ceremonies.

Under the strategic policy direction of the Parliamentary Security Director, you and the directorate of 40 staff which you will lead will be responsible for ensuring the effective delivery of security for the House, its committees and the wider House of Commons estate. You will be responsible for day-to-day management of the operation of the protective services provided to the House by the Metropolitan Police Service under a service agreement. You will have a key role in striking the right balance between facilitating public access to the House of Commons and the requirements of security. And you will manage the staff responsible for access control on behalf of Parliament as a whole.

Success in this high-profile post will require a strong track record of working in partnership with others to implement complex and sensitive security arrangements and a thorough appreciation of the implications for security in this distinctive setting. As a visible figure, trusted by Members to assist on a wide range of security and related matters, personal flexibility combined with strong communication and interpersonal skills will be essential. You will also demonstrate the judgement needed to balance competing priorities, and the ability to act decisively while under heavy operational pressure. The Defence Science and Technology Laboratory (Dstl) maximises the impact of science and technology for the defence and security of the UK, providing the government with a range of services based on high-quality applied research and analysis. Dstl works chiefly for the Ministry of Defence (MoD) and also carries out work for more than 40 government departments and agencies. The organisation collaborates with academia, industry and international partners to design and deliver programmes that meet defence and security priorities.

Dstl is a trading fund of the MoD, running on commercial lines with an annual turnover of £550 million in research and advisory services. As part of their work, Dstl leads the design of the defence science and technology programme, which is delivered by industry, academia and in some areas Dstl itself. The Dstl Board is seeking to strengthen its expertise in research strategy, leadership and management, specifically in the fields of commercial Research and Development (R&D) and academic research.

These appointments require substantial expertise gained within a major R&D environment, perhaps in manufacturing or pharmaceuticals, or a distinguished profile in relevant academic research (including social science), with strong links to the university sector. As the work of Dstl is broad, covering research, consultancy, technical and systems risk management, you will ensure that the organisation observes the highest standards of governance across all activities and that it promotes a culture of continuous improvement. You will also assist in setting strategy, positioning Dstl effectively to meet existing and future customer need, and ensuring that the confidence of customers and suppliers is maintained.
