Permanent

Employer: Luton Borough Council
Location : Luton
Salary: Up to £76k (plus Market Premium to be agreed)
Closing Date: 07/06/2013

Here at Luton we want to ensure that the future holds the best for every child and young person - and if you think you can help us deliver that we want to hear from you.

In many parts of the country, traditional school improvement services are being cut back to a minimum. However, we are dealing with change in a different way. Rather than reduce and retrench, we are developing the service we provide for schools and our aim is to be the provider of choice.

Luton is in the minority of local authorities in which Children's Services are judged by Ofsted to be performing excellently in the last APA; schools and other settings have made a very significant contribution in getting us to this position. Based on strong relationships, effective partnerships and joint endeavour, we firmly believe that the services that make up our Support, Challenge and Intervention offer have a unique and important part to play in driving up standards.

We are therefore looking for experienced candidates with a strong track record within school improvement at a senior level, (not necessarily in a local authority environment) with the ability to form strong relationships with schools and partners, as well as having an entrepreneurial and flexible approach to lead our traded services offering. It is a challenging time for the sector, and we are under no illusions, but it is also a time for seizing opportunities and innovative approaches.

To view the job description and person specification for this role, please scroll to the bottom of the page, tick to agree to the privacy policy, then click 'Continue to full details'.

Permanent

Employer: Berkshire, Buckinghamshire and Oxfordshire Wildlife Trust
Location : Oxford
Salary: Up to £70,000
Closing Date: 21/06/2013

Formed in 1959, the Berkshire, Buckinghamshire and Oxfordshire Wildlife Trust (BBOWT) is one of the largest and most dynamic of the 47 independent local Wildlife Trusts covering the UK. This is a particularly exciting time to join the organisation. The Trust has grown in size and influence and now manages 79 nature reserves, totalling over 1,700 hectares. Managing its large estate involves not only biodiversity monitoring and practical conservation management, but also catering for the needs of visitors across a diverse range of sites. BBOWT also engages with local groups and businesses and actively seeks to involve rural and urban dwellers in taking action for wildlife in their locality. As a major landowner, the Trust encourages and supports other landowners to work towards recreating a Living Landscape for the benefit of people and wildlife.

As Chief Executive, you will provide the focus for leadership of BBOWT across the three counties, developing a five year strategic plan and guiding and advising Trustees on matters of planning, policy and strategy. Internally, you’ll lead, develop and support an established and capable Senior Management Team to achieve our ambitions. Externally, you’ll develop and enhance our relationships with a wide range of interested parties, including members, volunteers, donors and funders, national and local government and private landowners. Crucially, you’ll oversee all major fundraising and sponsorship initiatives, identifying and maximising the opportunities for BBOWT and acting as a persuasive and influential advocate. You’ll build on solid foundations to raise our profile further and ensure we continue to contribute to the future development of The Wildlife Trusts’ partnership.

We’re seeking an outstanding leader with a clear and confident communication style, excellent judgement and first-class interpersonal skills. You’ll inspire the confidence of others quickly, inside and outside the organisation. While a background in wildlife and conservation isn’t essential, you’ll have an enthusiasm for the wellbeing of the natural world and an appreciation of the business, political and environmental factors that have a bearing on nature conservation in the UK. This is a substantial leadership post requiring experience of scrutiny and challenge at Board level, as well as sound business acumen and a solid grounding in financial and strategic planning. A good understanding of communication and marketing is also essential. In return, this role offers an unrivalled opportunity to lead a high-performing organisation to the benefit of people and wildlife in the region.

To view the job description and person specification, please scroll to the bottom of the page, tick to agree to the privacy policy, then click 'Continue to full details'.

We are committed to providing the support that will enable these children to enjoy their childhood and fulfil their true potential. As public services have changed over recent years, we have become increasingly involved in delivering services to children funded largely from local authority and Central Government sources. However, complex and competitive tendering processes, requirements for clear evidence and measurement of outcomes and reducing budgets have all contributed to an uncertain and unpredictable operating environment. We’ve responded to these changes with a positive and forward-looking attitude, and have continued to grow and build on our reputation in the sector.

As children and young people are at the heart of all we do, safeguarding is our absolute priority and we’ve invested heavily in our systems and practice over the last five years. As Director of Children’s Services, you’ll focus on delivering our public service contracts and will be responsible for leading and developing an expanding and innovative portfolio of services. This is also a significant corporate leadership appointment and as a member of our Strategic Leadership Team, you’ll be part of the team that defines our overall strategic direction.

We’re looking for someone who shares our values and, while denomination is less important, the appointee will be a committed Christian (this post is subject to an occupational requirement that the holder be a practising Christian under Part 1 of Schedule 9 to the Equality Act 2010). Ideally with a social work qualification, you’ll have an excellent track record of leading and delivering children’s services, a deep understanding of commissioning and a strong commitment to safeguarding. A trusted senior manager, you’ll have experience of delivering change and will be a confident and inspiring manager, with vision and an open and collaborative style. Credibility in the field will be essential. In return, the role offers an unprecedented opportunity to change the lives of thousands of children, young people and families and be part of a vibrant and growing organisation.

To view the job description and person specification, please scroll to the bottom of the page, tick to agree to the privacy policy, then click 'Continue to full details'.

We’ve responded to these changes with a positive and forward-looking attitude, and have continued to grow and build on our reputation in the sector.

As Director of Finance and Corporate Services, you’ll have an unprecedented opportunity to shape and monitor our financial strategy and ensure we are effectively positioned for continued growth. Our ability to manage risk and exercise sound financial judgement is of paramount importance in the current climate and, as a member of our Strategic Leadership Team, you’ll make a substantial contribution to our future direction. Through deep financial management expertise, excellent commercial thinking, and your leadership of an established team, you’ll influence the way we deliver services, ultimately changing the lives of thousands of young people, children and families.

We’re looking for someone who shares our values and, while denomination is less important, the appointee will be a committed Christian (this post is subject to an occupational requirement that the holder be a practising Christian under Part 1 of Schedule 9 to the Equality Act 2010). You’ll be a seasoned financial leader with an excellent track record in the development and implementation of financial and commercial strategy. With a reputation as a trusted senior manager, you’ll have delivered change before and will be a confident and inspiring leader, with an open and inclusive style. Whether your background is in the public or private sector, you’ll bring absolute integrity and will be an effective strategic thinker with sharp business acumen and the relationship and communication skills needed to secure credibility with a range of stakeholders.

To view the job description and person specification, please scroll to the bottom of the page, tick to agree to the privacy policy, then click 'Continue to full details'.

Strategic Director (Community)

Permanent

Employer: Stevenage Borough Council
Location : Stevenage
Salary: £73,584 to £85,521
Closing Date: 12/05/2013

As a member of Stevenage Borough Council's Senior Management Team the Strategic Director (Communities) plays a key role in the leadership of the organisation. The senior officer team work closely with the Leader of the Council and the Executive to set a cohesive direction for the Council and to lead the delivery of real outcomes for the town.

There are a number of features of the town and the way the council operates that make this role challenging, rewarding and above all full of opportunities to make a real difference to the community and at the same time to use and continually develop your range of skills and experience.

In terms of population served Stevenage Borough Council is a small council but, as the majority of services are delivered by our own workforce, it is a relatively large organisation for a District Council and has a key role to play as both an employer and service provider in the community.

As a co-operative council we aim to build on our strong reputation for understanding and working with our communities and you will be expected to work very closely with our customers and key partners. This means that as a director you will need to be able to work both strategically and operationally and critically to have the key skill of being able to translate strategy into meaningful action.

With responsibilities that cover the whole portfolios of four Executive Member's, and that impact across all of the council, you will need to be politically astute and be able to communicate effectively with, understand and proactively support the needs of elected members.

The Community directorate is the largest within the council and you will lead 350 staff; half of the council's workforce. In addition, as the director responsible for Human Resources and Organisational Development you will need to influence decision making as an advocate of the staff body as a whole, requiring an acute understanding of how to manage people coupled with the emotional intelligence required to get the best from a committed workforce across the organisation.

In response to the challenging financial context of local government, and starting from a position of a balanced budget, we have begun a transformation project with the aim of creating a sustainable organisation that can continue to deliver against our corporate priorities in a future with less government support. You will play a key role in shaping and supporting this work which is already seeing an increased investment in staff development in order to equip them for an outlook where they will be required to be more agile in response to changing service demand. This will be coupled with investment in IT resources at the same time as a drive for more efficient and effective process, lean systems and more fluid decision making.

Housing forms a large part of the responsibilities of the directorate with 8300 council tenants and over a 1000 leaseholders plus ambitious plans to develop the Council's housing assets through leveraging every opportunity to deliver new social housing in the town both directly and in partnership. You will need to have or quickly gain credibility and understanding of this particular facet of the role in order to succeed.

The whole senior management team at Stevenage Borough Council works closely together in an environment where you can expect to give and receive support and challenge, where good ideas and innovative thinking are positively encouraged and where things are very seldom dull. As a council we like to be known for taking on new challenges, for punching above our weight and for not being afraid to go the extra mile for our community.

The role of the Strategic Director (Communities) has a diverse remit covering the strategic leadership of a wide range of both operational and corporate services. Whilst the exact makeup of responsibilities is subject to change depending on business need and relative capacity within the Strategic Management Team it is currently responsible for the following Service Delivery Units (SDU'S):

Leisure, Health & Children's Services

Leisure & Culture

Children's Centres

Play Centres

Safeguarding

Strategic Health

Environmental Health & Licensing

Community Transport

Human Resources & Organisational Development

Strategic HR and Organisational Development

Employee Relations

Learning and Development

Employee Resourcing & Transactional Services

Corporate Health & Safety

Housing, Community & Communications

Corporate Communications

Corporate Policy and Strategy

Partnerships

Community Development

Engagement, consultation & customer focus

Housing enablement & regeneration

Homelessness & Housing Advice

Community Safety

Housing Management

Tenancy & Lettings Management

Housing Income Management

Supported Housing

Anti-Social Behaviour & Family Intervention

Leasehold Services

Housing Property Services

Property Repairs and Maintenance

Housing Asset Management

Housing capital works & investment

Disabled Adaptations
