      <title>Head of Highways Infrastructure</title>

&lt;p&gt;Sheffield is one of the UK's largest cities and has been completely transformed over the last 10 years with major investment in regeneration and infrastructure. To fulfil the Council's Vision of being a modern vibrant City a major piece of the jigsaw to complete the job is to bring the City's highway infrastructure up to standard.&lt;span style=&quot;font-family: Arial&quot;&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;The Council is currently going through the final stages of procurement to appoint a Contractor for a 25 year Highway Maintenance PFI Contract, commencing in mid 2012 to bring the highway network back to a good standard over the initial core investment period (5-7 years) and to sustain these standards over the remaining period (18-20 years).&lt;span style=&quot;font-family: Arial&quot;&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;Your job as Head of Highway Infrastructure is to lead and be responsible for the Council's Highway Maintenance Service, primarily through the strategic and operational management of the PFI Contract. In addition, you will also be responsible for the associated services of: Highway Development Control; Highway Adoptions; Highway Records and Address Management; and Public Rights of Way Records, all of which impact on PFI Contract and Highway Maintenance.&lt;span style=&quot;font-family: Arial&quot;&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;You will be educated to degree level with a relevant professional qualification.&lt;span style=&quot;font-family: Arial&quot;&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;You wil have a compelling track record and extensive experience in either:-&lt;span style=&quot;font-family: Arial&quot;&gt;&lt;br /&gt;- &lt;/span&gt;Strategic leadership and management of highway maintenance services, or&lt;br /&gt;- Strategic leadership and management of projects delivered through PFI/PPP arrangements&lt;span style=&quot;font-family: Arial&quot;&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;However, you will also have a good understanding and experience of both.&lt;span style=&quot;font-family: Arial&quot;&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;The PFI Contract includes the rehabilitation and ongoing maintenance of the full range of highway infrastructure assets and all routine and emergency maintenance activities.&lt;span style=&quot;font-family: Arial&quot;&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;In addition you will control the procurement of Non Core Services such as Local Transport Plan schemes and miscellaneous works for other Council Departments off highway. These will be procured through the PFI Contract or by letting other contracts if necessary.&lt;span style=&quot;font-family: Arial&quot;&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;The post of Head of Highway Infrastructure is a new role and although some of the key service staff will be in post when you start your new job, you will be responsible for establishing the new team and leading it initially through the PFI Contract Mobilisation Period, leading up to services commencement mid 2012 and then during the PFI Contract period itself.&lt;span style=&quot;font-family: Arial&quot;&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;You will be the Council's strategic and professional lead for the Highway Maintenance Service and the complementary activities listed above, managing the PFI Contract worth in the region of &amp;pound;70 million per annum, procuring potentially up to &amp;pound;10 million per annum of other engineering design and construction work, primarily through the PFI Contract and managing an internal team staff budget of &amp;pound;4 million per annum.&lt;span style=&quot;font-family: Arial&quot;&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;Sheffield City Council is an equal opportunities employer and has publicly committed to this by signing up to the Two Ticks Positive About Disabled People scheme.
